In the present tense, hay is used to express
there is or there are.

Hay muchas nubes. - There are many clouds.
No hay problema. - There is no problem

In the imperfect tense, había is used to express
there was, there were, or there used to be.

Había una nube. - There was a cloud.
Había un problema. - There was a problem.

Había muchas nubes. - There were many clouds.
Había muchos problemas. - There used to be many problems.

Gramática
When used in questions, había has different meanings:

Was there?
Were there?
Did there used to be?

Examples:

¿Había un tostador aquí? - Was there a toaster here?
¿Había testigos? - Were there witnesses?
¿Había un incendio? - Was there a fire?
¿Había mucha sangre? - Was there a lot of blood?
Señorita, ¿Había manzanas? - Miss, were there apples?
¿Había camisas más baratas? - Were there cheaper shirts?
¿Había un hotel en el centro? - Did there used to be a hotel downtown?
¿Había muchos estudiantes en la clase? - Did there used to be lots of students in the class?
¿Había cuatro manzanas aquí? - Were there four apples here?

Había can also be used to answer questions.
